Is a negative decimal always sometimes or never equal to a positive decimal

Never. Negative numbers by definition are separate class from positive numbers, so negative decimals are never equal to positive numbers.

It would never be equal because negative decimals and positive decimals are on either ends of the number line, negative is lass than 0 and positive is greater than 0. So they cannot be equal in any case.
