elastic clause
The elastic clause is Clause 18 of Article 1 of the Constitution. It states that the government can "make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this constitution." This means that the government can make any laws that are necessary and proper for executing the rights outlined in the Constitution.
